The Demise of the 28-Article Ceasefire Plan for Ukraine: How Peace Negotiations Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: an extensive attack of rocket attacks on Kyiv.

The Rhythm of Negotiation and Warfare

The succession of opposing developments captured the grim essence of the current period. By day, diplomatic battles are conducted: hopeful statements are released from multiple capitals. Considerable effort is allocated on containing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "settlement".

Nocturnal Warfare

As Russia's attack unfolded into the early hours of Tuesday, the current condition of Ukraine's vulnerability was revealed. Ukraine is able to track projectile deployments from enemy soil, a capacity afforded by current data. From witness perspectives, military aircraft that had been scrambled to engage hostile aerial threats roared overhead – modern combat jets provided to Ukraine by NATO members.

Shortly after, Kyiv's missile defense engaged: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by Western nations. Every deployment jolts you unexpectedly, causing tremors. The moment of terror quickly becomes resigned acknowledgment: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and another blackout.

Ongoing Risks

Following this, a large-caliber weapon engaged a drone close by, part of a defensive team – probably Western-made equipment. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv greeted the morning news: seven people killed, damage and infrastructure problems in numerous residences as a result of the evening attack. As typically, everyone still continued their routines – experiencing conflict. But those full day encapsulated Ukraine's vital need on international aid – a need that regional partners are demonstrably unable to replace in the near term.

Failed Diplomacy

The 28-point plan from Washington generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and bilateral conferences.

Every new approach from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, certainly, endure.

Tactical Assessments

It is convenient to criticize particular leaders of persistently promoting Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a principle familiar among international relations experts: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to pressure the Kremlin to relinquish the areas that it currently occupies in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does little to discourage Russia, through diplomacy or military means, from assuming that the status quo will not shift further in its advantage in the months ahead.

Divergent Views

Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its partners are approaching exhaustion. Their motivation to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to achieve ceasefire, but they will persist as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but averting a complete military breakdown until conditions improve in its advantage.

Existing Situation

Objectively, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Ukrainian leadership's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unsuitable, so that their focus does not move to domestic problems. And although their task will now be much harder after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are influencing discussions.

Summary and Prospects

It took a mere seven days to eliminate the 28 points of the latest plan. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, latest revelations, all achieved their purpose.

While new initiatives based on previous concepts are approaching, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on sustained allied backing.
